In his political career, Apacible served as the Congressman for the first district of Batangas from 1988 to 1992. During this time, he presented his thesis to former President Corazon Aquino. Although the project did not immediately materialize, the idea was later adopted by President Fidel V. Ramos in 1994 and became part of the Calabarzon Masterplan. This strategic move was instrumental in laying the groundwork for the tunnel's construction.

Despite the innovative nature of his proposal, Apacible faced numerous challenges. Convincing stakeholders and securing funding were significant hurdles. His relentless advocacy and detailed planning eventually paid off, and the project commenced. The Kaybiang Tunnel was opened on July 1, 2013, during the term of his brother also former Congressman Tomas Apacible, marking the culmination of years of effort and dedication.

Conrado Apacible, born in 1942, served as the mayor of Nasugbu, Batangas, from 1967 to 1981. His tenure was marked by progressive initiatives aimed at enhancing local infrastructure and boosting tourism. Following his mayoral term, Apacible continued his public service career by representing the first district of Batangas in the House of Representatives from 1988 to 1992.
