During the forum, Lacson was questioned about retired police colonel Roina Garma's testimony before the House Quad Committee. Garma revealed that former President Rodrigo Duterte had approached her about forming a national task force to implement the "Davao Template" on a nationwide scale. This template, Garma explained, allegedly included a reward system offering up to 1 million pesos to police officers based on the type of drug suspects they eliminated.
Lacson's Insights
Lacson confirmed he had heard of the reward system during Duterte's administration but pointed out that no one had come forward with specific details about its operation. He highlighted the importance of proper motivation among law enforcement personnel, warning that a reward system could lead to officers being driven by monetary gain rather than justice. "Cadets in the Philippine Military Academy are trained with the concept of rewards and punishments," Lacson said. "But it should not be used wrongly, as personnel may be motivated solely by monetary reward."

Garma's testimony, delivered during a hearing on October 11, brought to light the alleged reward system. She also mentioned a police officer reportedly bragging about the killing of former Tanawan Mayor Antonio Halili. The Quad Committee hearings delved into several cases of alleged extrajudicial killings, including the 2016 killing of three Chinese nationals, purportedly carried out by inmates under police direction, and the assassination of former Philippine Charity Sweepstakes Office Board Secretary Wesley Barayuga in July 2020.
