Former Customs Officer Jimmy Guban Accuses Paolo Duterte and Mans Carpio of Involvement in Drug Operations
Manila, Philippines — In a bombshell testimony before Congress, former Bureau of Customs Intelligence Officer Jimmy Guban implicated high-profile individuals, including Paolo Duterte and Mans Carpio, in illegal drug operations within the Bureau of Customs. Guban's revelations have sent shockwaves through political circles, raising serious concerns about corruption at the highest levels of government.
Guban, who previously served as the Chief OIC of the Customs Intelligence and Investigation Service (CIIS) at the Port of Manila, detailed a series of threats and pressures he faced to remain silent about the involvement of Paolo Duterte, the son of former President Rodrigo Duterte, and his brother-in-law, Mans Carpio, in the illegal drug trade. According to Guban, his life and the safety of his family were at risk if he disclosed their names, especially if he were detained in the Pasay City Jail.
Seeking protection and immunity from prosecution, Guban submitted sworn statements to Congress, retracting previous testimonies he had made in the Senate and in court. He emphasized that these individuals, along with Chinese businessman and former presidential adviser Michael Yang, were deeply involved in the drug trade, citing their influence and connections as reasons for the continued smuggling of illegal drugs into the country.
Guban recounted his direct involvement in the apprehension of containers filled with shabu, including the notorious seizure of magnetic lifters at the Manila International Container Port. Despite the significance of these operations, Guban claimed that powerful figures, including Duterte and Carpio, orchestrated efforts to protect their interests and suppress any attempts to expose their involvement.
The former customs officer also revealed that he had been pressured to falsely implicate a political rival of Duterte and Carpio in the illegal activities. He described how he was coerced into signing statements that would have exonerated the real culprits while framing others.
Guban's testimony highlighted the challenges he faced in bringing the truth to light, including being cited in contempt by the Senate Blue Ribbon Committee and receiving direct threats against his family. Despite these obstacles, Guban remained resolute in his pursuit of justice, concluding his testimony with a powerful plea: "I am seeking truth and justice. Nothing less, nothing more."
The accusations against Paolo Duterte and Mans Carpio have intensified calls for a comprehensive investigation into the Bureau of Customs and the individuals implicated by Guban. As the nation grapples with the gravity of these allegations, the demand for accountability and transparency continues to grow.
